If you want the prestige of a .com but want to reach out to Sg online visitors, then you need to set a setting in Google's webmaster dashboard so that google knows your site is serving Singapore traffic.

Both if possible. Doesn't cost much nowadays. And you don't want any cybersquatters. .com are more difficult to get. Also get .com.sg.
